Arturo Chang provides legal advice and support on state legislative initiatives and local matters to WIA’s staff, members, and officials. Arturo also works closely with the regulatory team on federal and regulatory policy-making. Prior to joining WIA, Arturo held positions in various Federal agencies including the White House – Office of Science and Technology Policy, Federal Communications Commission, and more recently as an attorney for the National Telecommunications and Information Administration, U.S. Department of Commerce.
Arturo received his B.A. from the University of Maryland, College Park, and a J.D. from The Catholic University of America – Columbus School of Law, where he also obtained a certificate from the Institute for Communication Law Studies. Arturo is an active member of the Federal Communications Bar Association.
Arturo is admitted to practice law in Maryland and the District of Columbia. He is also a member of the Bar of the Supreme Court of the United States.
