Telecommunications Avian Leadership Network The Telecommunications Avian Leadership Network (TALN) is a WIA-led industry initiative that convenes industry experts and leaders handling compliance with bird-related rules on communications infrastructure, such as the Migratory Birds Treaty Act (MBTA) and Golden and Bald Eagle Act. TALN participants meet regularly to share experiences and challenges and develop best practices and industry-supported rules, which WIA uses for industry advocacy.
